The Thirteenth Amendment states: "Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction." It was the first of the three Reconstruction Amendments and permanently abolished the institution of slavery throughout the entire country. Unlike the Emancipation Proclamation, which was a wartime executive order limited to Confederate states, the Thirteenth Amendment was a constitutional provision that applied everywhere and could not be revoked by a future president.

The Fourteenth Amendment (1868), not the Thirteenth, granted citizenship to formerly enslaved people. The Fifteenth Amendment (1870) addressed voting rights for Black men. The Freedmen's Bureau was established by an act of Congress in March 1865 as a temporary agency, not by a constitutional amendment, and it was disbanded in 1872 rather than made permanent. Each of the three Reconstruction Amendments addressed a different aspect of the transition from slavery to citizenship.

The Thirteenth Amendment represented the culmination of decades of abolitionist activism and four years of devastating civil war. It transformed the Constitution from a document that had protected slavery (through the Three-Fifths Compromise, the Fugitive Slave Clause, and other provisions) into one that prohibited it. The amendment freed approximately 4 million enslaved people, making it one of the largest emancipations in world history.
